Basque Regional Government Selects Accenture for Strategic Cost Reduction at Department of Internal Affairs

Value-Based Arrangement Demonstrates Accenture’s Commitment to Deliver Savings

BILBAO; Spain; Jan 30th, 2012 -- The Basque Regional Government has selected Accenture (NYSE:ACN) to develop a strategic cost transformation program for the Department of Internal Affairs responsible for policing and public safety.

Accenture will provide management consulting services to drive rapid cost reduction and operational efficiencies across the department’s fleet management activities.

Under this value-based arrangement, the first for Accenture’s Health & Public Service business in Spain, Accenture will tie a proportion of its fees directly to the savings achieved, to demonstrate its commitment and confidence in its ability to deliver.

Nélida Santos, vice-counselor of administration and services within the Basque Regional Government said: “We believe this project will set the standard for future cost reduction programs across government as departments seek to reduce costs and drive efficiencies without compromising on citizen services. This new partnership model is innovative but also necessary as we agree new ways of working with our suppliers at a time of reduced government spending.”

Speaking on the contract announcement, Ger Daly, who leads Accenture’s global Defense & Public Safety business said, “Policing and Public Safety organizations across the world face unprecedented challenges as they tackle crime while seeking to reduce operating costs and better manage resources. An integrated fleet management strategy, supported by carefully structured business processes and technology, will help deliver near-term financial savings but also longer-term benefits by freeing up scarce resources that can be repurposed to support frontline services

and the renewal of the department’s transportation fleet over time.”

Carlos Coll, senior executive, Accenture Health & Public Service, Spain, added: “The Basque Regional Government in its determination to improve efficiency and achieve deficit objectives has undertaken this program using an innovative public-private sector partnership model. This value-based arrangement, the first such arrangement we have undertaken in Spain, reflects a new and flexible way of working with our public-sector clients at a time of financial constraint.”
