Accenture and State Of Delaware Develop Advanced Internet Portal in 100 Days

Site Illustrates the Power of Web Solutions for eGovernment Services

DOVER, Del., April 4, 2001 – The State of Delaware and Accenture today celebrated the successful launch of the state’s new Internet portal, which provides people with a single web site they may use to conduct business with all three branches of state government. The site, delaware.gov, is expected to transform the delivery of government services to allow citizens and businesses to access most information in four clicks or less.

Built in 72 days, the portal was officially unveiled at a ceremony in the Delaware Public Archives Building. "This portal marks Delaware’s first significant step toward using the Internet to provide greater service to our citizens and businesses, as we move them out of the lines they often face at state agencies and to the ‘First State’ online web site," Governor Ruth Ann Minner said. “Technical experts refer to this new web site as a portal. For Delawareans, it’s just that – a gateway to state services and information.”

The portal design rests on an intentions-based approach that anticipates the needs of state residents, visitors, businesses and state employees, thereby reducing the amount of work required to interact and even transact business electronically with state government in Delaware. Already, citizens and businesses can file state taxes online, and individuals wanting to start a new business can file their franchise tax payments electronically.

“Accenture was pleased to help bring the efficiencies of the Internet to the State of Delaware. It’s rather fitting that the first state to ratify the U.S. Constitution would be among the first to take the big picture approach to creating eGovernment,” said Steven Petchon, Accenture partner, Government. “Success in realizing eGovernment requires thinking big, starting small and scaling fast, and that’s the formula Delaware has employed and plans to follow as it rolls out additional digital services via its new portal.”

Accenture designed and developed the portal using software provided by Yahoo! Inc. (NASDAQ: YHOO), a global Internet Communications, commerce and media company. Yahoo! provided its Corporate Yahoo! solution as the platform for the portal, allowing the State of Delaware to integrate its government content and services with Yahoo!’s personalized Internet content and services.

To facilitate the process of adding, editing and managing content on the portal, Accenture incorporated a content management solution from Eprise Corporation (NASDAQ:EPRS), which specializes in Strategic Content Management solutions. Accenture will host the site, providing regular operations and maintenance functions.

Accenture’s Global Government practice helps governments worldwide transform themselves to leverage the Internet and leading edge technology to deliver better and more services to citizens, businesses and their own employees, while also reaping the efficiencies that these solutions offer. Others turning to Accenture to help them realize their eFutures, whether they are taking a holistic portal approach or working on a piece of their vision, include: North Carolina, Massachusetts, New York City, Wyoming, Ireland’s Revenue Commission, Singapore, the Australian Tax Office, U.S. Department of Housing and Urban Development, and the U.S. Department of Defense.
