Accenture Delivers International Financial System for 52,000 Army Users around the World

GFEBS helps Army reach auditability, balancing resources and cost in wartime and peace

ARLINGTON, Va.; Aug. 21, 2012 – One of the largest enterprise resource planning systems in the world is now fully operational, delivered to the U.S. Army by Accenture Federal Services. Accenture completed the deployment of the General Fund Enterprise Business System (GFEBS) in July, helping the Army achieve auditability while streamlining business processes at 227 Army bases and offices in 71 countries, including the United States, Kuwait, Germany and South Korea.

For the first time in its history, the Army will have a single source for financial, real property, cost management and performance data, as well as a core system of record for the Army General Fund. With more than 52,000 system users, GFEBS now processes more than 1 million transactions a day for the Army, Army National Guard and Army Reserve. GFEBS will replace 107 Army legacy accounting, financial and asset management systems and integrate 50 additional systems. Twenty legacy systems have been retired to date.

“Our defense clients are facing tremendous financial and budgetary pressures. GFEBS is helping the Army realize cost savings while increasing efficiencies,” said John Goodman, who leads Accenture’s defense and intelligence agency business. “Accenture provides decision makers with systems and processes to better manage the enterprise and generate savings.”

GFEBS supports one of the Army’s most critical goals: achieving audibility. GFEBS is the first Army-wide system to meet and sustain Federal Financial Management Improvement Act compliance, helping the Army standardize and streamline its financial business processes, providing continuous access to accurate, reliable and timely financial information. More than an accounting system, GFEBS is the Army’s new business system. Managers can make more informed decisions with the ability to direct the cost, schedule and performance of programs through one, integrated, highly visible system.

GFEBS is the first enterprise resource planning (ERP) system in the U.S. Department of Defense to:

System users now have data and information they were unable to capture before GFEBS. The system can allocate or assign costs, produce full cost data, relate costs to outcomes and performance and enable cost planning and cost control. GFEBS provides visibility of transactions in real time and in the aggregate to better leverage resources and inform program and budget decisions.

Accenture led nearly 4,000 in-person training sessions to help Army military and civilian personnel understand and navigate the new system, creating specialized training for overseas installations, National Guard and active-duty Army units. Accenture also mans a help desk for system users, 24-hours a day, seven days a week.

The Office of the Army Chief Information Officer awarded the GFEBS program the prestigious Army Knowledge Management Award. The award recognizes outstanding organizational efforts by Accenture and the Army to improve decision-making by establishing a knowledge management culture.
