Accenture and the Office of the Civil Service and Local Appointments Commissioners Launch Online Job Application System

Ireland Uses the Accenture eGovernment Accelerator to Enable Job applicants to View and Apply for Jobs Using the Internet

DUBLIN, Ireland; May 7, 2002 Ireland’s Office of the Civil Service and Local Appointments Commissioners teamed with Accenture to develop and launch a secure online job application system, using the Accenture eGovernment Accelerator to rapidly create the ability to deliver online services. The 19-week contract showcases the speed with which governments can deploy scalable eGovernment services using the Accenture eGovernment Accelerator.

The new online service, located at www.publicjobs.ie, enables job candidates to view employment postings, complete and submit application forms online, express an interest in positions not yet advertised and receive electronic notification once a requested position is posted. The Office used the new system during its 2002 graduate recruitment program, in which more than 700 applications, a significant proportion of the total received, were successfully processed online.

“This integrated system enables the Office of the Civil Service and Local Appointments Commissioners to provide improved customer service to the citizens of Ireland,” said Ger Daly, Accenture partner in the Global Government Group. “And job seekers obviously appreciate the online option – since its launch, the site has generated significant interest from the public.”

Each year the Office receives more than 70,000 job applications and fills approximately 6,000 positions, which range from clerical and administrative posts to senior managerial appointments.

“Our goal is to move a significant amount of our employment activity to the Internet, which will increase productivity and save valuable resources,” said Bryan Andrews, chief executive, Office of Civil Service and Local Appointments Commissioners. “www.publicjobs.ie gives us the platform to allow for future developments, increased customer service and new levels of excellence in the area of public sector recruitment.”

The Accenture eGovernment Accelerator was developed through the combined efforts of Accenture and Avanade, a joint venture between Microsoft and Accenture, which uses the Microsoft platform to deliver enterprise technology solutions.

Leveraging Avanade Connected Architecture, Microsoft .NET Enterprise Servers and Adobe Accelio Capture technology, the Accenture eGovernment Accelerator is a groundbreaking offering that integrates with agency systems and allows governments to quickly move from the simple publication of forms on the Web to Internet-based, transactional services. These capabilities deliver improved customer service and higher operational efficiency through lower error rates and faster turnaround. For instance, citizens and businesses can file and update regulatory forms via the Internet or with a telephone call instead of visiting a government agency. Also, government employees can download data from the system for reporting and analysis on their desktop computers.

From Florida to Japan, the Accenture eGovernment Accelerator is helping governments reduce paperwork and improve accessibility. Among these agencies benefiting from results generated by the Accenture eGovernment Accelerator are the Florida Department of Business and Professional Regulation, the Kansas Department of Human Resources and the Japan Fair Trade Commission.

The customizable offering includes architecture and components built on the Microsoft .NET Enterprise Server platform – including Windows 2000 Server, Biz Talk Server 2000 and SQL Server 2000 -- and third party products. The complete package includes products, tools, methodology, documentation and services. The Accenture eGovernment Accelerator provides a flexible architecture that can be customized to meet unique national, state and local requirements.
